On Alioth, this was a symlink to onioncircuits to keep potential old SSH remote entries working:
satta at moszumanska:/git/pkg-privacy/packages$ ls -Al tor-monitor.git
lrwxrwxrwx 1 intrigeri scm_pkg-privacy 17 Feb 18 2016 tor-monitor.git -> onioncircuits.git
Auto-importing it has resulted in a clone of the linked onioncircuits repo, so the tor-monitor one can be deleted from salsa.
