[Pkg-privacy-maintainers] Proposal: membership and decision-making process

Hi,

Ulrike and I hereby propose that our team adopts a formal process for
membership and decision-making, which we currently lack.

The proposed text is attached.

Solving the bootstrapping problem (catch-22!):

 - All individuals with "Developer" or higher access level to our
   Salsa group [1] can participate in this first instance of our
   decision-making process.

 - Decision-making process: the proposed decision-making process can
   be used for this first instance. In particular, there's a 2 weeks
   limit to vote on this proposal.
