Little modification of 'setup-repository' script

Hello teams,

I modified a little bit the 'setup-repository' script on alioth adding
the hooks configuration for CIA bot.
Now, for each new project created, the commits will be displayed on
#debian-proftpd irc channel.
I haven't modified the e-mail notification on commit.
