Apparently it is required instead: the plain mod_xfer does not call
the clam scan without that. That poses some problems for packaging
and the patch renders mod_xfer dependent on the mod_clamav contributed
ones. I'll see if an alternative way of providing this functionality
can be used (but for an obvious alternative build and making use
of debian alternatives for mod_xfer.so).
