Currently we have a grave bug on proftp and the package is marked for 
autoremoval from testing. There is a trivial patch on that, I'd start here.

proftpd-dfsg 1.3.5a-1 is marked for autoremoval from testing on 2016-09-02
It is affected by these RC bugs:
831961: proftpd-dfsg: FTBFS with dpkg-buildpackage -A: make: *** No rule 
to make target 'build-indep'.  Stop.
