AFAICT we'll have OpenSSL 1.0 in next Debian release. We adjusted our
BD, so we pull in OpenSSL 1.0 and the package builds again. Switch to
OpenSSL 1.1 is on the time line for post-release.
Lowering severity to "important" for now.
