[ProFTP] (New) Modules zu activate

Hi,

1. I intend like to package the module mod_snmp; would be done in a
separate Debian binary package. Objections?

Who generated the sample config files? Are they Debian specific and I
should produce one?

2. The module mod_dnsbl is still a separate source tree on Github. The
same version is included in the proftp main package, has more recent
Copyright statements. I'd assume that this one is actively developed.
I suggest to start building the mod_dnsbl Debian package out of the main
package like it was done w/ mod_geoip years ago.

I still have time to do the work in the repository. However I don't know
how to assign proftpd-mod-dnsbl to a new source package. How was this
done w/ GeoIP?
