Upload proftp packages

Dear Francesco,

recently I became Debian maintainer and should have limited upload
permission for a defined set of package. Please be so kind to add my UID
(hille42) to the list of allowed user IDs for proftp and friends. [1].

My key should be already in the keyring, so specifying my user ID should
be sufficient.
