[ProFTP] Make proftp more modular

Hi Frankie,

I intend to make proftp more modular, i.e. every functionality, which can be built as module should be built as module.

Advantage would be a smaller proftpd binary, which probably eats less RAM; disadvantage is clear: people using a feature from a specific module, now need to explicitly load it. Of course that would be an entry in debian/proftpd-basic.NEWS . "git diff" is attached, changes are not committed yet.

Is it a good or bad idea? Let me know what you think.
