Bug#1102546: proftpd-basic: Files in conf.d are not processed

Dear Maintainer,

I have downloaded proftpd from the package sources without making any changes.

I then created two files (.conf) in conf.d and defined options.
After restarting proftpd and the server, the files in conf.d are not read.

As a test I changed the port in the default file proftpd.conf, this was accepted.
