Indeed, I installed version 1.3.8.c+dfsg-2 and then upgraded to
1.3.8.c+dfsg-3. I confirm that a fresh install of 1.3.8.c+dfsg-3 does
not trigger the issue, but upgrading to 1.3.8.c+dfsg-3 does not fix
#1103154.
