[Bug 2114864] [NEW] proftpd doesn't understand basic commands

Public bug reported:

Following OS upgrade from 24.10 to 25.04, proftpd doesn't understand
commands like LIST, RETR, and STOR.

After the upgrade, proftpd won't start unless one comments out the
following directives in /etc/proftpd/proftpd.conf:

ShowSymlinks

TimeoutNoTransfer
TimeoutStalled

ListOptions


Having commented these out, proftpd will start but is unusable:

lftp user at localhost:~> dir
ls: Fatal error: 500 LIST not understood
lftp user at localhost:~> get fred
get: fred: Fatal error: 500 RETR not understood
lftp user at localhost:~> put file 
put: file: Fatal error: 500 STOR not understood
