Very odd, other people on this bug commented that it only happens on reboot,
not when restarting pulseaudio which makes it even stranger.

My first guess would be that alsa restores your audio device in a muted state,
but that wouldn't explain why you can work around it by not loading
module-device-restore.

Could you get the logs from running pulseaudio -vvvv directly after reboot,
which should hopefully show us what's going on.
