Bug#648973: [pulseaudio] `start-pulseaudio-x11` requires `padsp`

There is a script `start-pulseaudio-x11` which gets called every time I
run my X session. Today I noticed this line in my .xsession-errors:

/usr/bin/pactl: not found

`pactl` is in package `pulseaudio-utils`, which is only a "suggest"
dependency for `pulseaudio`. I suggest bumping it to "recommends", as
most of `pulseaudio` installations are desktop systems.
