Bug#657983: PulseAudio should ship Vala bindings for libpulse-simple

Hi,

while PulseAudio does ship Vala bindings for libpulse and
libpulse-mainloop-glib, there are currently no bindings for
libpulse-simple. I think having these easy-to-use bindings available
would be a great help when prototyping audio applications.
