Bug#673847: pulseaudio: Master channel always muted and set to 0 after boot

I'm taking the liberty of bumping the severity of this bug since it
happens on every boot, and the only workaround involves dropping to a
terminal to run 'alsamixer -c0', which a non-expert user has precisely
no chance of ever being able to figure out.
