Same problem here, after Jul 2, 2013 upgrade.
I have found that no cards are available to pulseaudio and it's using dummy
output
$ pacmd list-cards
Welcome to PulseAudio! Use "help" for usage information.
>>> 0 card(s) available.
If I try to kill pulseaudio with normal user privileges via 'pulseaudio -k'
nothing changes:
$ pulseaudio -k
$ pacmd list-cards
Welcome to PulseAudio! Use "help" for usage information.
>>> 0 card(s) available.
But after "sudo killall pulseaudio"
$ sudo killall pulseaudio
$ pacmd list-cards
Welcome to PulseAudio! Use "help" for usage information.

After rebooting, cards are lost again.
