Thank you for your interest in helping pulseaudio packaging and Debian
in general.
There is very extensive documentation about how Debian works as a
project socially, and as an operating system technically at
https://www.debian.org/devel .

The bug tracking system (BTS) is documented at
https://www.debian.org/Bugs/ and it is a good idea to start learning
about Debian here.

There are many [1] open bugs against pulseaudio and dealing with them
is very often very hard because of the lack of relevant information.
There is one specific [2] bug about writing a data collection script
which would help in this area. While you learn about debugging
pulseaudio problems you may get quite good ideas to be included in the
script and if you decide to stay with pulseaudio bugs for some time
please add some of the ideas to the script.
