I'm afraid I'm out of places to look at now. Could you please present
your problem at the upstream list
(pulseaudio-discuss at lists.freedesktop.org)?

I have recently uploaded a backport of pulseaudio 7.0 but it hasn't
been accepted yet. Then you might want to try if upgrading pulseaudio
to version 7 fixes your problem.
