Indeed, it was compressed by dh_compress. I need to add an exclusion

All packages ship AGPL file, but indeed the reference is to the
pulseaudio package directory. Will fix.

`grep usr/share/doc /usr/share/doc/*/copyright` in my system lists
several files making references to copyright in other files. Policy
might need to be updated.
