Indeed, I failed to notify beforehand the plasma-pa maintainers. I
apologize for that.  However, plasma-pa upstream has know for years that
this needs fixing. See https://bugs.kde.org/show_bug.cgi?id=386665

I'm not sure why do you think a transition would have helped:

1. None of the involved packages will be part of buster unless this is
fixed.
2. Delaying this for either package would harm users of the other packages.
Remember that neither paprefs not plasma-pa are installed in most
computers[1].
