* What led up to the situation?
Playing supertuxkart with an attached USB DAC
* What exactly did you do (or not do) that was effective (or
ineffective)?
I opened Pulse audio control to changed from Built-In Audio to my DAC.
Clicking on the Built-in audio to change to the DAC, I could select
the DAC not with mouse, but by hitting space.
I also tried a suggestion from pulseaudio freenode channel:

Basically, it was to add a ~/.alsoftrc file with allow-moves = true
* What was the outcome of this action?
Upon hitting enter with the DAC select, it reverted back to built-in
audio for the stream
Adding the "allow-moves = true" and restarting also did nothing
* What outcome did you expect instead?
DAC setting to be set and audio to start streaming to the DAC -- neither
happened
