You could try to run

sudo -u lightdm bash -c 'XDG_RUNTIME_DIR=/run/user/$UID pactl set-sink-volume 0 100%'

Lightdm maintainers, does lightdm have shortcut to raise/lower desktop
volume instead of having to tinker like this?
