Bug#996335: pulseaudio FTBFS, doxygen not found.

The new version of pulseaudio failed to build when we pulled it into 
raspbian bookworm-staging.

Checking reproducible builds shows this is not a raspbian specific issue 
with failures in bookworm on
amd64, arm64 and armhf and a failures in sid on i386. Tests in sid on 
amd64, arm64 and armhf are
showing as a pass but were last tested some time ago. The latest version 
has not been tested in
bookworm on i386.

I initially thought this would be a case of a missing build-dependency 
that was previously pulled in
indirectly, but that does not appear to be the case. The successful 
older builds do not seem to have
pulled in doxygen either.

Nevertheless I needed to get this built for raspbian, so I decided to 
add a build-dependency on doxygen
and in doing so was able to perform a succesful build.
