[Pkg-puppet-devel] Bug#483823: problem with puppetmaster's default file

retitle 483823 wrong port in /etc/default/puppetmasterd
reassign 483823 puppetmaster

The default server type in /etc/default/puppetmasterd is webrick,
but the port is set to 18140 by default. It should be 8140.
