So this is a little bit difficult with the layout of Puppet code in
the repository.

I started doing work on this back around 0.24.4 I think, and it's
going to require a fairly major reorganization of how things are laid
out, unless setup.rb has changed significantly since then.

Perhaps we just patch the shebang functionality into install.rb ?

Alternatively, do we just bit the bullet and have separate packages
for the two different Ruby versions?
