[Pkg-puppet-devel] Bug#518831: puppet: Default configuration is broken

A brand new installation of puppet appears to have a broken default
configuration, but puppetd is still started, resulting in massive syslog
spew:

Note the timestamps. If the default configuration is not functional,
then there should be some arrangement to avoid starting puppetd under
these circumstances.
