[Pkg-puppet-devel] Bug#545866: Depends: pciutils should be a Recommends only

Hi!

the new facter version depends on pciutils, but as I see it, pciutils is
only used for some facts, and facter is perfectly usable on a system
without any PCI subsystem. Therefore it'd be awesome if facter could
just recommend pciutils and not depend on it.
