[Pkg-puppet-devel] Bug#593780: please recommend debconf-utils

The Debian package provider allows one to use a responsefile to
preseed Debconf questions, but it needs debconf-utils installed to
do that. Hence it would be nice if puppet recommended debconf-utils.
