[Pkg-puppet-devel] Drop puppetmaster recommends to suggests

Hi,

I've merged almost all changes made to the Ubuntu puppet package into
the Debian master git branch. 

The last remaining diff between Ubuntu and Debian is puppetmaster
recommends (rails, rdoc, libldap-ruby1.8) are suggestion in Ubuntu.
Given that recommends are installed by default, puppet being in main in
Ubuntu would pull rails, rdoc and libldap-ruby1.8 in main as well. We'd
rather avoid having to pull these in main so they're moved to suggests
in Ubuntu.

So do you think that rails, rdoc and libldap-rub1.8 could be moved to
suggests for the puppetmaster package in Debian?
