* libldap-ruby1.8: This dependency could be moved to suggests, and later
  to the new puppet-ldap (or puppetmaster-ldap) package with no problem.

* rdoc is used by "puppet doc", and would probably be missed, but it
  does emit a useful error message leading one to install rdoc.

* Rails is used only for storeconfigs, as far as I know.  Not part of a
  default puppet setup, and easy to find when you grow enough to want or
  need it.

With explanatory noises in /usr/share/doc/puppet*/README.Debian, I think
we could do this without upsetting the users.
