[Pkg-puppet-devel] Bug#563538: puppet - waitforcert value insanely low

The puppet package uses a waitforcert value of 5 seconds instead of the
upstream default(?) of 2 minutes. Especially if many new clients are
waiting, this produces an enormous load on the master.
