[Pkg-puppet-devel] Bug#563562: puppetmaster - Mixing 0.24 and 0.25 always produces warnings

The file inclusion into modules was changed between 0.24 and 0.25. With
this version it is impossible to serve both 0.24 (lenny) and 0.25
(squeeze) clients without produces big fat warnings all over.
