A non-disruptive fix would be adding the directory
var/lib/puppet/client_yaml/catalog to debian/puppet-common.dirs

(puppet agent creates it on the first run, unless you run it with
"--noop".  It's a minor issue, but it is annoying, and the fix is
trivial)
