[Pkg-puppet-devel] Bug#605510: puppetmaster-common: /etc/init.d/puppetqd doesn't honor flags from /etc/default

puppetmaster-common provides /etc/init.d/puppetqd and
/etc/default/puppetqd to control starting the puppet queue daemon.
/etc/default/puppetqd contains:

PUPPETQD_OPTS=""

However, /etc/init.d/puppetqd never looks at this variable.
