[Pkg-puppet-devel] vim-puppet: why not automatically install?

I'm curious why the vim-puppet package only Recommends
 'vim-addon-manager and doesn't just do what is described in the
 README.Debian:

...

Similarly, to enable it for all users of this system just execute (as root):

	vim-addons -w install puppet

I'm guessing there is a reason not to do it automatically, but I can't
figure out why... anyone know?
