[Pkg-puppet-devel] Bug#617614: puppet-common: puppet.conf says keylength defaults to 1024 -- should be 2048

puppet.conf(5) says that the keylength parameter defaults to 1024 bits
for new RSA keys.

For the same reason as http://bugs.debian.org/598732 , it should be
creating 2048-bit RSA keys going forward.
