[Pkg-puppet-devel] Packaging the puppet standard library

I just wonder... Would it be proper to package this at all? The standard
modulepath allows us to place it in /usr/share/puppet/modules

| /etc/puppet/modules:/usr/share/puppet/modules

...but is it a good idea? Does it make sense?
