[Pkg-puppet-devel] Puppet 2.7.12 is out

I've updated "upstream", "master" and "pristine-tar" with 2.7.12, and
done the necessary changes for the package to build. This has been
pushed to alioth. I've installed it, and use it on my own nodes. So far
it seems to work.

I've included the fix for #661927.

Do we need anything else in before we release the 2.7.12-1 debs?
