[Pkg-puppet-devel] Packaging 2.7.14-1

I'm currently packaging 2.7.14-1.

Apart from the new toys gratiously provided by upstream, I've removed
our upstart service provider patch, since this was fixed upstream.

The two remaining in-tree commits have been converted to proper quilt
patches, since using both methods at the same time was a bit confusing.
Also, our patch tracker (http://patch-tracker.debian.org/package/puppet)
is better at presenting single quilt patches.

A few more commits to please lintian, and I should be ready to push.
