Found the bug. :)
The apache2 version in experimental, which was installed by piuparts
alongside with the puppet packages, has changed the behaviour of the
utility "a2ensite" used to enable and disable apache2 virtualhosts, or
"sites".
It now requires files in /etc/apache2/sites-available/ to end with
".conf", but the puppetmaster virtualhost file is just called
"puppetmaster".
This was changed by commit
