I am trying to get 3.0.2 into Ubuntu 13.04.  It would be much better if 
it were an import from Sid.  As per, 3.0 was released on October 1 2012:

Newer Puppet deprecates much of what is in 2.7, including Puppet Stored 
Configurations (in favor of PuppetDB) and the remote -kick option (in 
favor of mcollective).  These older features still work, for now; they 
won't in the future.  Newer features work, and certain new styles of 
coding are compatible only with 3.0, whereas the old style is compatible 
with 2.7 and 3.0.  Hiera has been merged into Puppet 3.0, rather than 
being external; this gives a much better model for managing data 
separate from configuration logic.
