After an enlightening chat with a fellow DD, it appeared that
/etc/apache/sites-available/puppetmaster{,.conf} is not a conffile (a
file in /etc/ shipped by the package), but a configuration file (just a
file in /etc. It is created by the package .postinst script, but that's
beside the point in this case).
The use of dpkg-maintscript-helper will be rolled back before the next
version of puppet in unstable, as it only works on conffiles. Also, it
has an unhelpful (but not incorrect) error message which confused this
issue for a bit…
