[Pkg-puppet-devel] symlink fix in 2.7.18-4, holding uploading until 2.7.18-3 is in testing.

I've packaged 2.7.18-4 with the file symlink fix. I think, however, that
I should allow 2.7.18-3 to enter testing before uploading this one.

I'll push the packaging branch and tag to git.
