[Pkg-puppet-devel] Inclusion of new/updated puppet module packages

I've got an Alioth account going now (Thanks to whoever added it to the
project! ;). So I guess, I'd need four new git repos to commit the new
packages into:

pkg-puppet/puppet-module-domcleal-augeasproviders.git
pkg-puppet/puppet-module-erwbgy-limits.git
pkg-puppet/puppet-module-jakeb-system.git
pkg-puppet/puppet-module-saz-timezone.git

How do I get those created?

What about the changes to the other four packages (stdlib, concat, apt,
ntp)? Do I just commit them onto HEAD or should I make a branch for
staging or is there some kind of pull request logic in place?
