[Pkg-puppet-devel] Why didn't puppetlabs-apt migrate?

On Oct 27th you uploaded puppet-module-puppetlabs-apt 1.6.0-2 to
unstable with an urgency of medium. Shouldn't it have migrated on Nov
1st, a few days before the freeze? The excuses for the package show
that it was the freeze that prevented it, but it seems it should have
already been in testing.
