puppet added a versioned dependency to sysv-rc five years ago:

The current package only has an unversioned "Depends: sysv-rc | file-rc".
I can't see anything in the package which would need this, and sysv-rc
is by and large empty these days. It sure just looks like a leftover.

Dropping this helps with being able to uninstall sysv-rc, as very few
packages (only this and lbcd) still depend on it on a non-SysV
installation.
