[Pkg-puppet-devel] Puppet 3 compat

Hi all,

I intend to upload 4.8.1-2 tomorrow or the day after, primarily to 
introduce compatibility with Puppet 3 agents (#832536). I'm also adding 
back the puppetmaster and puppetmaster-passenger packages as 
transitional dummy packages to facilitate updates from jessie.

You can preview the changes at the puppet3-compat branch[1]

Any comments and/or objections are more than welcome!
