oh I personally didn't know as much, thanks for this information. (some
others on the packaging mailing list might have known.. but in any case
it's a good information point for your question, so it's quite relevant)

We've recently started looking into packaging puppetserver 6.x and we're
aiming to get it in testing before bullseye is frozen. hopefully we'll
be able to manage this.

also, bolt is currently not packaged in debian, so we'll have to work on
that, too.

So in that case, we could probably remove mcollective from debian once
puppetserver and bolt are in testing.
