as per https://cloud.google.com/compute/docs/migrating-to-v1-metadata-server
Google is going to shutdown the beta metadata endpoint end of September 2020.
Upstream this was accounted for in the 3.11.x branch some time ago with
https://github.com/puppetlabs/facter/commit/1a0bc4e984716dc5145e5bb8fbf14b1ac0fd8c04

I believe we should ship a fix via proposed-updates to a forthcoming Debian buster
point release. Will take a look at getting a NMU ready and test drive the patch, though
it's more or less a no brainer two line change.
